Resolution 12:17:3 Commit to Pass a City Council Resolution for Medicare for All

Whereas, in accordance with previous resolutions to pursue the campaign for Medicare for All as a top priority for both our Local and National organizations; and


Whereas, members at our last Medicare for All strategy meeting identified the need for short and medium term goals to help move our campaign forward; and


Whereas, an endorsement of Bernie Sanders’ Medicare for All Act of 2017 [S. 1804]  by the Philadelphia City Council [hereafter referred to as Council] would provide a medium term achievable goal that could help focus our ongoing efforts at (a) political education, (b) constituent outreach, (c) labor union coordination and (d) raising the political profile of the campaign; and


Whereas, Council has passed a similar resolution in favor of John Conyers Improved and Expanded Medicare for All Act [H.B. 676] in 2009; and


Whereas, such a campaign goal would require the activation and mobilization of the Philly DSA Steering, Outreach and Political Education Committees as well as at-large members in order to amplify, agitate and organize for the passage of such a resolution; and


Whereas, pursuing a Council resolution will help DSA better identify and work with potential coalition partners in the long fight for Medicare for All;


Therefore be it resolved, that Philly DSA commits to campaign for the passage of a Council resolution in favor of The Medicare for All Act of 2017; and


Be it further resolved, that Philly DSA's campaign to pass a Council resolution supporting Medicare for All will consist of the following tactics:


  1. compiling research describing how residents of the greater Philadelphia metropolitan area stand to benefit from the passage of the Medicare for All Act of 2017;

  2. recruiting Philly DSA members from each City Council district to schedule meetings with their representatives to lobby them to co-sponsor a Council resolution supporting Medicare for All;

  3. recruiting Philly DSA members to lobby At-Large Democrats on City Council to sponsor a resolution supporting Medicare for All;

  4. training Philly DSA members to speak publicly on behalf of Medicare for All at public City Council hearings;

  5. publicizing the introduction (and hopeful passage) of the City Council resolution supporting Medicare for All in the local media by means of a press campaign including news releases to print and broadcast media, as well as postings on Philly DSA's social media pages;

  6. recruiting rank-and-file union members to to speak publicly on behalf of Medicare for All at public City Council hearings;

  7. turning out Philly DSA's general membership to the Council hearing where the Medicare for All resolution will be voted on; and


Be it further resolved, that the campaign to pass a Council resolution in support of the Medicare for All Act of 2017 begin immediately, such that the passage of the resolution happens in advance of the May 15, 2018 Pennsylvania Democratic primary election; and


Be it further resolved, that the authors of this resolution will convene and organize any members interested in campaigning for a Council resolution and will submit regular reports of their progress to Local General Meetings; and


Be it finally resolved, that the authors of this motion and any interested members will coordinate with all standing and ad hoc committees to pursue any and all tasks needed for this effort.
